Ash Murthy, Founder, President & CEO
Prior to IPNS, Ash was the Founder, President and CTO of Peak XV Networks, a venture-funded company focused on Design, Implementation and Management of IT infrastructure for Service Providers. He also worked at Ameritech Advanced Data Services (now a part of SBC) and NEC Business Network Solutions. Ash has over 20 years of experience in the IT services and Management Industry; he is one of the first CCIE (Cisco Certified Internetwork Engineer) from Cisco. He has a Bachelor of Science in Engineering and a Master of Science from Wayne State University, Michigan.

Aaron Tilock, Senior Vice President for Operations and Strategy
Aaron Tilock joins IPNS with 17 years of government contracting, program management, and financial management experience. Most recently, he was Cambridge International System’s Vice President for National Capital Region operations, providing full lifecycle IT and telecommunications engineering, implementation and operations services to select federal customers in the national security space. He was responsible for strategic planning and execution, program operations, IT service management and customer relationship management. Previously, he served as a Vice President and senior program manager at SAIC, where he was responsible for account management, capture and proposal management, and technical, cost and schedule performance management under multiple contracts supporting DISA’s Global Command and Control System – Joint (GCCS-J) and Defense Information System Network (DISN). Tilock is also a former contracting officer with DISA’s Defense Information Technology Contracting Organization (DITCO). He is a certified Project Management Professional (PMP) through the Project Management Institute, is ITIL v3 Foundation and DAWIA Level II certified, and has been trained as a Six Sigma Green Belt and Program Management Professional (PgMP). Aaron Tilock has a Bachelor’s degree from the University of Minnesota, summa cum laude, and has completed graduate studies from the Joint Military Intelligence College.

Mark Thomas, Director of Business Development
Mark Thomas brings over 15 years experience in business development, sales, marketing and relationship management, and the expertise in government and industry to drive profitable growth for IPNS. Mark has experience with capture, marketing, and managing relationships with government entities and contractors, financial institutions, and insurance companies. He also spent a number of years providing marketing consulting across various industry sectors. Mark has a Masters degree from Northwestern University. Mark is active in AFCEA NOVA, currently serving as the Finance Committee Chair. He is also Vice President of the Board of The Pickwick Players, a community theater group based in Loudoun County.

Candice Cook, Director of Human Resources
Candice Cook joins IPNS after spending over a decade in the legal industry. Her interest and skill set are best suited for the preventative side of employment law, though she has experience investigating, trying and mediating countless employment law disputes. She transitioned into HR as a consultant to a handful of small businesses in Southern California, then as Director of HR for a law firm in the Salt Lake City area. She holds a BA in English Literature and Business Management from Southern Utah University; a Master of Dispute Resolution from the Straus Institute at Pepperdine School of Law; and a JD from New England Law–Boston. She is a member of SHRM and is a licensed attorney in California and Utah.

Gordon Heaps, Operations Manager
Gordon joins IPNS with 12 years’ experience in Federal Government contracting operations and over 20 years’ experience of leadership and management with the US Air Force and Multiservice operations. The Air Force took Gordon to locations around the world and provided him with a wealth of knowledge and experience. Although his primary career was as a Munitions Systems Specialist, he held several other positions, including Host/Tenant Support Agreement Specialist, Vehicle Control Officer, Safety Manager, Security Manager, Facility Manager, Strategic and Logistical Planner, and Quality Assurance Specialist. Upon retiring from the Air Force, he joined Aerospace Support Technologies where he held several positions, ranging from entry-level driver to Project Manager to his final position as Vice President of Operations. In that role he oversaw management of contract administration and business development. He attended Weber State University and earned his Associates Degree in Business Management.

Rohini Syal, Senior Accounts Manager
Rohini Syal has been with IPNS since 2009 as Accounts Manager. Rohini has a Master of Science in Accounting and more than five years of experience in accounting and finance, with a concentration in technology and manufacturing. Her areas of expertise include Accounting for Government contracts, budgeting, acquisition and proposal support, Federal Acquisition Regulations (FAR), and Cost Accounting Standards compliance.
